After numerous instances of advertisers buying ads to 20k and having them changed every 5k, we are no longer going to change anyone's ad after it's running unless:

that site gets on the banned list
that site is going out of business
that site is doing away with their PTP page

If the above does not apply, there will be a $1 fee every time to change an ad once it's running.
